Montenegro

In theory, Montenegro’s has a diverse and pluralistic media landscape as well as a constitution that protects freedom of speech. In practice, press freedom is being threatened by political interference and unpunished attacks on journalists. Progress in media independence has stagnated in the absence of new and improved media legislation. Steps still need to be taken to address the highly politically polarised media environment, often characterised by biased and unbalanced reporting. 

BFMI has noted some recent progress. The Appeals Court in Montenegro recently quashed proceedings against investigative Journalist Jovo Martinović, wrongly convicted and imprisoned for his critical reporting.
